Tomi W. Bryan

President & General Counsel

Dr. Tomi BryanDr. Bryan brings to Fedlinx a unique blend of legal and management experience. A practicing attorney since 1989, Dr. Bryan's previous work experience includes positions as General Counsel and Executive Vice President for a Federal Government contractor in the communications and security industries. She has also worked as a compliance consultant in the legal field. Dr. Bryan's dissertation research blended her experience in both management and the law to focus on compliance and process improvement in the crisis management field.

Dr. Bryan holds a B.A. in Political Science from North Carolina State University, a J.D. from Wake Forest University School of Law and a Ph.D. in Applied Management and Decision Sciences with a Specialization in Leadership and Organizational Change from Walden University.

Linda Rodden

Director, GSA Compliance

Linda RoddenLinda Rodden brings to Fedlinx a broad range of experience in all aspects of public contract management, negotiations, operations and policy with an emphasis on Federal contracts. She has a proven track record in negotiating and optimizing GSA and Federal contract operations as Director, Public Contracts and Proposals for Dell, the largest GSA contract holder in the Federal Supply Schedule program. Prior to joining Dell she was Vice President of GSA Contracting for Federal Sources Inc., and a consultant for over 15 years, specializing in GSA Schedules. She began her career as a Contracting Officer in the Federal Government at GSA and the Department of Energy.

With her experience in the government and private sectors and as a consultant to a wide variety of hardware, software, services and telecommunications companies, Ms. Rodden brings a unique understanding and perspective to GSA contracting. She is a recognized expert in Federal Commercial Procurement policy issues, participating in several industry associations and government advisory boards, including service on the Board of Advisors, Coalition for Government Procurement and as a representative of members of the Information Technology Association of America.

Ms. Rodden received her B.S. in Psychology from Penn State University and earned an M.S. in Administration, Information Technology, from George Washington University.

David R. Houston

Director of Contract Administration

David R. HoustonMr. Houston brings to Fedlinx his extensive knowledge of Federal contract administration. He faithfully served his country in the U.S. Navy for 10 years where he gained experience in DoD procurement activity as a warranted contracting officer. Mr. Houston worked for 7 years as a Contracts Administrator with a Federal Government contractor in the communications and security industries. His experience includes Federal contract and subcontract administration of Fixed-Price, T&M, and IDIQ type contracts; understanding and implementing Federal contract clauses and government procurement regulations; review of solicitations for terms and conditions and potential contract compliance issues; and drafting and administering non-disclosure and teaming agreements.

Mr. Houston received his B.S. in Business Administration from the University of North Carolina at Greensboro. He holds a Master's Certificate in Government Contracting from George Washington University. He is a Certified Federal Contracts Manager, having passed the Federal Contracts Manager Examination administered by the National Contract Management Association. His educational experience also includes training in the Department of Defense Small Purchase/Simplified Acquisitions Procedures.

Judy A. Johnson

Vice President, Organizational Affairs

Judy A. JohnsonBefore joining Fedlinx, Ms. Johnson had earned considerable experience and a distinguished reputation in the field of training. She has developed and implemented a variety of statewide training programs for the governments of Louisiana and Florida. She has also worked as a Corporate Services Manager for a Federal contractor in the communications and security industries. In addition to providing external training to the contractor's government customers, she was also responsible for internal training, which included courses on government contracts, GSA schedules and government sales training.

Ms. Johnson received her B.A. in Sociology and Secondary Education from Western Kentucky University. She earned a M.S. Degree in Social Work from the University of Wisconsin.
